What is the Higher Level skills Program?

The Higher Level Skills program provides a government subsidy in selected certificate IV or above qualifications and priority skill sets to help individuals gain the higher level skills required to secure employment or career advancement in a priority industry.

The Program is for any Queensland resident who does not already hold, or is not already enroled in, a post-school Australian certificate IV or higher level qualification this includes any equivalent certificate IV or higher level qualification irrespective of whether the qualification is through a university degree, apprenticeship or traineeship pathway. (Note: not including qualifications completed at school and foundation skills training.)

As you can only access the Higher Level Skills subsidy once, it is important you choose the right course for you to take full advantage of this opportunity. Any student who successfully completes a Certificate IV qualification will no longer be eligible for a subsidised training place under the Higher Level Skills Program.

Eligibility Criteria

To be eligible for the Higher Level Skills funding, you must meet the entry requirements below.

To be eligible for the Higher Level Skills Program a participant must be:

  • be a Queensland resident 
  • be aged 15 years or over, and no longer at school
  • be an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency
  • not hold a certificate IV or higher-level qualification from Australia
  • not be enrolled in another qualification (not including foundation skills training)

*Please be aware that the students enrolling into the Advanced Diploma of Community Sector Management, must be an existing worker in the Community Services and Health industry and may already hold a Certificate IV or higher-level qualification prior to enrolment. However, to be eligible, the previous qualification must not have been funded through the Higher Level Skills Program. 

Please note you will no longer be eligible for subsidized training under Higher Level Skills Program once you have completed a certificate level IV qualification.

Student Contribution Fees

Under this program students are required to make a financial contribution towards the cost of the training and assessment services for their selected course. There is a mandatory student contribution fee for all students undertaking a subsidised Certificate Qualification. There are two levels of contributions a general student-non-concession and a concessional student.

Am I eligible for Concession?

A concessional student fee is applicable for the following eligible students:

  • the student holds a Health Care or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care or Pensioner Concession Card and is named on the card
  • the student is an Aboriginal or Torres Strait Islander
  • the student has a disability
  • the student is an adult prisoner

Important Information

Once you complete a qualification through this program you will no longer be eligible for further subsidised training under this program.
